Apart from disagreements about peace efforts in Ukraine, Witkoff has been at loggerheads with Rubio and State Department officials about the way he handles security.

Adm. Frank M. Bradley said U.S. intelligence had identified the 11 people on the boat and determined the military was authorized to kill them.
