At least eight million remain under flood watches in the northwestern U.S., as 31 million are under strong wind alerts in states across more than half the country.
Cold weather alerts are affecting 69 million people from the Midwest to the Gulf Coast, while 5 million people face new flood watches in the Pacific Northwest.
The storm is expected to bring snow to northwestern Ohio and parts of Pennsylvania, as well as New York and into New England. New Jersey's governor declared an emergency for some counties.
